About NISP
The ‘National Innovation and Start-up Policy 2019 for students and faculty in HEIs was launched by Hon’ble Minister of Education, Shri Ramesh Pokhriyal ‘Nishank’ on 11th September 2019 at AICTE, New Delhi.
This policy intends to guide HEIs for promoting students’ driven innovations & start-ups and to engage the students and faculty in innovation and start up activities in campus. The policy aims at enabling HEIs to build, streamline and strengthen the innovation and entrepreneurial ecosystem in campus and will be instrumental in leveraging the potential of student’s creative problem solving and entrepreneurial mind-set, and promoting a strong intra and inter institutional partnerships with ecosystem enablers and different stakeholders at regional, national and international level. The policy is being implemented by MoE’s Innovation Cell and in coordination AICTE, UGC, state/ UT governments and universities. Implementation of policy has been undertaken for quick adoption by HEIs. The present policy is a way forward to the earlier version of AICTE’s Start-up Policy which was launched in the year 2016 to complement the Startup Action Plan under the Startup India and Stand-up India Program launched by Hon’ble Prime Minster of India.
About SSIP
Government of Gujarat has developed a policy for providing assistance to Startups/ Innovation. Under this scheme, any individual/ group of individuals having innovative idea/ Concept will be eligible and/ or Universities/ education institutions, Incubation Centre/ PSUs/ R&D Institutions/ Private and other establishments will be eligible as an institution to support and mentor to innovators as approved by Committee. Startups in an economy's technology sectors is an important indicator of technological performance for several reasons.
Key Objectives
The Student Startup & Innovation Policy of Government of Gujarat aims to create an integrated, state-wide, university-based innovation ecosystem to support innovations and ideas of young students and provide a conducive environment for optimum harnessing of their creative pursuit.
- Developing student centric Innovation and Pre incubation Ecosystem for Students (IPIES)
- Creating environment for creativity to flourish and an end-to-end support system in educational institutions to allow ample support to ideas for better execution
- Build internal capacity of educational institutions and key components of the innovation ecosystem to enable deployed processes to make sustainable impact at scale
- Create pathways for mind to market by harnessing and handholding projects/ research/ innovation/ ideas of students in Gujarat
- Creating and facilitating sectoral and regional innovation efforts in state around educational institutions
- Create a common platform to showcase, support and upscale innovations for motivating stakeholders as well as for an opportunity to create value for money and value for many
- Leverage public system initiatives at state and central level, academia, industries and by other ecosystem stakeholders / domain experts and institutions to make an inclusive effort
National Innovation and Startup Policy 2019 (NISP) Implementation at PPSU

The university is passionate about enhancing the students’ learning experience by equipping them with skills and knowledge needed in the 21st century’s demanding workplace. Introduction The Government of India’s initiative to nurture the spirit of innovation among academic institutions and translate these innovations into products, processes and services for commercial exploitation has manifested in two policy guidelines: (a) The 'National Innovation and Startup Policy' (NISP), which is initiated by MoE’s Innovation Cell and AICTE (Ministry of Education, Sep 2019), it is a guiding framework to envision an educational system oriented towards start-ups and entrepreneurship opportunities for student and faculties and (b) Draft guidelines for Intellectual Property Rights (IPR) in academic institutions (Department of Industrial Policy and Promotion, Sep 2019). P P Savani University, known about this policy than after discussion in meetings with authorities, facuty members and external agencies, it is been decided to adopt and design NISP policy at PPSU.
The main objective is to promote innovation, entrepreneurship and start-ups among the Faculty, Staff, Research Scholars, Students and Alumni at PPSU. This policy is expected to further facilitate the management of Intellectual Property ownership, establishment of institutional start-ups and to large extent with scope for technology transfer and licensing. It invites the budding entrepreneurs external to the Institute to avail pre-incubation, commercialization and scaling up support from the IIC. Experts in the IIC may extend their services to running enterprises to improve their productivity as well as to diversify into new products and markets. This policy is expected to further facilitate the management of Intellectual Property ownership, establishment of institutional start-ups and to large extent with scope for technology transfer and licensing. This will certainly enable dynamic and robust ecosystem across P P Savani University for promotion innovations and establishment of startups.
